Hi Mumine,
Which operating system you are using? If it is a Mac, double clicking on the jar file may not work... In the command-line, try type "java -version" first to see if you have the suitable Java environment. It should show you something like "java version 1.7.0_xx". Any version later than 1.7 will be fine. Then you change into the directory where you have unpacked jEPlus, and use "java -jar jEPlus.jar" to start it.
